Location: US Army Acquisition Support Center, Office of the Program Executive Office, Aviation (PEO AVN), Redstone Arsenal, Alabama

Salary Range: $115,599 – $176,300

This non-supervisory position is subject to a salary checkpoint equal to the GS-14 Level 10 base salary, or if the incumbent’s salary currently exceeds the GS-14 Level 10 level, the incumbent’s salary will be set at a salary checkpoint relative to the existing salary of the incumbent”.

Laying: Relocation expenses (PCS) may be approved (subject to available budget) if the selected officer determines that the relocation is in the best interest of the government. Recruitment or relocation incentives may be approved according to agency policies.

Travel Requirement: Up to 50% temporary business trips required

Requirements for the basic qualification:

To qualify for this position, in addition to meeting the basic requirements above, you must also meet the qualification requirements listed below:

Specialized Experience: One year of specialized experience that includes ensuring the integration of various functional areas and the coordination of these functions for tasks performed by the various major subordinate commands and agencies supporting the program; Management of all activities related to the acquisition of the programs involving associated contractors for the implementation of the organization part of the system and for the planning, programming and budgeting of the project. Integrates assigned program plans and operations with other organizations and existing and proposed sites worldwide.

This definition of professional experience is typical for work in the next lower agency of the Federal Service (NH-03/GS-13).

Some federal jobs allow you to replace your education with the experience required to qualify. For this job, you must meet the qualification requirement through experience alone – experience is not a substitute for education.

Main tasks:

1. Coordinates and develops procedures related to financial management, acquisition, implementation, distribution and logistical support for the hardware, software, supplies and services required for the project.

2. Plans, conducts and/or directs highly complex reviews and initiates reports that are provided to higher headquarters and other commands with best practice recommendations.

3. Evaluates the financial resources considering the technological possibilities available on the commercial market.

4. The incumbent operator identifies and weighs risks, selects alternatives and plans how best to achieve the project’s objectives within accepted guidelines.

5. Identifies unfunded requirements. Projects key project milestones and events required to complete the strategic execution of the acquisition project.

6. Coordinates efforts of matrix support activities to ensure an integration implementation plan is executed.

Conditions of employment:

1) Must meet eligibility for federal employment

2) Must provide proof of US citizenship

3) Must be able to obtain/maintain a secret security clearance.

4) A 2-year probationary period may be required.

5) This position is a position for army procurement, logistics and technology. The selectee must meet the position requirements for the Advanced Career Level Program Management certification within 24 months of entering the service. The timeframe for completing certification may change from 24 months to 48 months upon approval of DoDI 5000.66 Amendment 3.

6) The selectee must file a financial disclosure statement, OGE-450, Executive Branch Personnel Confidential Financial Disclosure Report, upon entry into the position and annually.

7) This position may perform limited supervisory functions in the absence of the Project Manager or Product Manager.

2) Salary includes applicable local pay or local market supplement.
